NOTICE TO BIDDERS

Notice is hereby given that the Commissioners of Pulaski County, Indiana will receive sealed bids up to the hour of 6:00 P.M. ET, Monday, December 4th, 2017, at the office of the Pulaski County Auditor (c/o Pulaski County Commissioner’s) in the Pulaski County Courthouse, 112 East Main St. (Rm 200), Winamac, IN 46996; at that time the bids will be publicly opened and read aloud during the Commissioners Meeting.

Bids received after such time will be returned unopened. Bids may be withdrawn prior to such time, but no bids shall be withdrawn for a period of 60 days thereafter.

THE SCOPE OF THIS PROJECT IS TO REPLACE THE EXISTING ELEVATOR WITH A LARGER ELEVATOR. INSTALLATION OF THE NEW ELEVATOR WILL REQUIRE SELECTIVE DEMOLITION WORK TO EXISTING FLOOR AND FOUNDATION SYSTEMS. TEMPORARY BRACING MAY BE REQUIRED TO STRUCTURAL MEMBERS IN THE FLOOR AND WALLS DURING CONSTRUCTION. UPGRADES TO THE EXISTING ELECTRICAL SYSTEM, ANY UTILITIES CONFLICTING WITH THE ELEVATOR, PIT, AND/OR SHAFT SHALL BE ROUTED AS NECESSARY.

Bids shall be addressed to the Commissioners of Pulaski County. Bids shall be completely and properly executed on Bid Form 96 (most recent), as prescribed be the State Board of Accounts, giving financial data as recent as possible and in no event more than 90 days old. Each bid shall be accompanied by an executed non-collusion affidavit, an executed bid bond in the minimum amount of five percent (5%) of the bid and such other documents required by the Instructions to Bidders. Bid bond may be a certified or cashier’s check payable to the office of the Pulaski county Auditor, or an acceptable bidder’s bond.

Requirements for signing bids:

• Any bid not signed by the individual making the same shall have attached to it a power of attorney evidencing authority to sign the bid in the name of the person for whom it is signed.

• A bid signed for a partnership shall be signed by one of the partners or by an attorney-in-fact. If signed by an attorney-in-fact, there shall be attached to the bid a power of attorney, evidencing authority to sign the bid, executed by the partners.

• Bids which are submitted by a corporation shall have the correct name thereof and the signature of the president or other authorized officer of the corporation and secretary or an assistant manually written below the corporate name following the word “by_______________”, and shall have affixed the corporate seal.

• Each bid shall be enclosed in a sealed envelope, properly marked with the name and place of business of the bidder, and the contract for which the bid is submitted.

Contract price will be based upon a complete exemption of Indiana Sales Tax, and if later determined that a tax must be paid by Owner, contract price will be adjusted to reflect this liability of Owner. Owner will furnish copies of tax exemption certificates to all contractors.

The successful bidder will be required to furnish an approved combination performance and payment bond in an amount equal to one hundred percent (100%) of the contract price.

The Instructions to Bidders and General Conditions of the Contractor for Construction contained in the Project Manual Specifications for the Project are by this reference made a part hereof, and all bidders shall be deemed advised of the provisions thereof and of the General Conditions, Specifications, and Drawings for the Project. Copies of the bidding documents will not be mailed, but must be purchased at Blueprint Specialties, 1500 Union Street, Lafayette, Indiana 47904, 765-742-6976. They can also be viewed via Blueprint Specialties online planroom at www.bpsplanroom.com. The plans and specifications will be available on Friday, November 10th, 2017. Questions regarding the project should be directed to the Architect of record.

A pre-bid meeting will be held on Tuesday, November 21st, 2017 at 2:00 P.M. ET at the Pulaski County Courthouse (112 East Main Street, Winamac, Indiana). All prospective bidders are STRONGLY encouraged to attend this meeting.

The Owner reserves the right to reject any and all bids and to waive any informalities, irregularities, or errors in the bidding to the extent permitted by law. This includes the right to extend the date and time for receipt for bids.
