Star City Sewer District plans to reorganize

As two members of the Star City Sewer District are resigning, current members are looking to reorganize to a three-member board. 
During a regular meeting Monday night, three of the current members discussed the benefits of a three-member board vs. a five-member board, which is what the district currently has. 
Sewer district president Craig Walter voiced his support of a three-person board. Pat Heisner, the board secretary, has resigned as of the meeting. Mary Craig, who is the board treasurer, will be resigning in May, due to being unable to attend meetings. 
A resignation letter from Heisner was read to the board. Heisner has been a member of the board since 2007. Walter Craig thanked Heisner for her years of service to the board.
Walter Craig said he has spoken with attorney Justin Schramm regarding if the district can become a three-member board. There was a question as to whether the district must be a five-person board because of state law. 
In the past, the board has had a hard time recruiting members. Once those members are sworn into the board, the attendance dwindles. 
Because Mary Craig and Heisner are resigning, the names of those who sign the checks and who are on the signature cards would need to be replaced. 
Walter Craig volunteered to be the secretary/treasurer if the board is reduced to three people. He would have to first resign as president. 
Board member Waylon Burke said he isn’t comfortable being president because he is appointed to the board by the town of Winamac and doesn’t have a vested interest such as Mary and Walter. 
A motion was approved to reorganize the board a three-person board pending the OK from Schramm. The board will consist of a president and a secretary/treasurer, plus a board member. Those members would be appointed by the county commissioners, the township trustee and the town of Winamac. A motion was also approved that one person could sign the checks instead of two.
